TOWN CLERK DEPARTMENT
Program Description
It is the mission of the Town Clerk’s department to record, integrate, preserve, protect and disseminate corporate information; to collect and provide licensing and permitting services; to conduct election services pursuant to applicable law, and to provide board and commission support, in an efficient, effective and ethical manner. The department’s clients include elected officials, candidates, members of the public, board and commission members and Town staff.
Program Description: Specific services provided by the department include records management including digital records and public and staff research, staff support to Town Council, HARC, Planning and Zoning Commission, Liquor Licensing Authority, Election Commission, the Telluride Housing Authority Subcommittee, Open Space Commission, Gold Hill Committee and the Ethics Commission; business license collection; liquor licensing; woodburner and vendor permitting; administration of contracts/agreements; office machine/building/office supply support; cash receipting and verification of lawful presence for Town benefits.
Performance Expectations for 2010
- Questys Records Management System: Continued integration of vault documents and assistance to departments on Questys system. Update training of Town staff, public and the media. Provide technical support and updates to all departments.
- Records Management: Update system for enterprise wide records pursuant to the Colorado Municipal Records Retention Schedule. Create unique identifiers for boxes in storage to assist in accessing and assist with transferring 2009 files/boxes to long term storage. Research and prepare a historic notebook of THA Guidelines. Work with Planning Director to update department schedule w/exceptions.
- Boards and Commissions: Continue to explore efficiencies for meeting record keeping.
- Licensing and Permitting: Integrate Special Event and Art Gallery License data in current database. Continue coordination of RETT and Woodburner research and follow-up documentation. Integrate Clarity into business license renewal process.
- Election: Implementation of special election, as necessary. Implement Election Project (Phase 3), if desired by Town Council. Research procedures and software for IRV for November 2011 election.
