2023 BALLOT MEASURES
The Town Council referred the following two ballot measures to the November 7th election:
AUTHORIZATION TO RETAIN LODGERS' TAX REVENUES - ISSUE 2A
2A: AUTHORIZATION FOR THE TOWN OF TELLURIDE TO RETAIN CERTAIN REVENUES FROM THE TOWN LODGERS’ TAX INCREASE.
MAY THE TOWN OF TELLURIDE KEEP ALL REVENUES COLLECTED IN 2022 IN EXCESS OF $1,000,000 (THE TOWN COLLECTED $1,163,598) FROM THE 2021 VOTER APPROVED INCREASED LODGERS’ TAX RATE OF 2.00% AND ALL REVENUES COLLECTED IN 2022 THAT OTHERWISE WOULD BE REFUNDED ($163,598) FOR EXCEEDING ESTIMATES IN THE NOTICE MAILED TO VOTERS IN CONNECTION WITH THE 2021 INCREASED LODGERS’ TAX RATE OF 2.00%, AND MAY THE TOWN SPEND SUCH EXCESS REVENUES COLLECTED FROM THE LODGERS’ TAX FOR THE SAME PURPOSES AUTHORIZED IN THE 2021 BALLOT QUESTION, WHICH ARE TO FUND ACTIVITIES RELATED TO TOURISM OR MARKETING OF THE TELLURIDE COMMUNITY, MANAGING THE EFFECTS OF TOURISM ON THE COMMUNITY AND ITS NATURAL RESOURCES, OR FOR OTHER TOWN PURPOSES, INCLUDING, BUT NOT LIMITED TO, IMPROVING TRANSPORTATION SERVICES, IMPROVING THE TOWN’S WASTEWATER TREATMENT FACILITY, THE ACQUISITION OF PROPERTY FOR AND/OR THE CONSTRUCTION OF AFFORDABLE OR EMPLOYEE HOUSING, AS HEREAFTER DETERMINED BY THE TOWN COUNCIL?
Telluride Home Rule Charter Amendment - Question 2B
Shall the Telluride Home Rule Charter, in the following sections, be amended by deleting the text that is lined through (lined through) and by adding the text that is CAPITALIZED, to align the definition of a qualified elector with the state’s definition of a qualified elector conforming with the State of Colorado Constitution and State of Colorado Election Codes?
Section 2.4. Electors.
A. Qualifications. A qualified elector is any person eighteen (18) years of age or older on the date of the next election, who has resided within the Town of Telluride STATE OF COLORADO for twenty two (22) days immediately preceding the election at which the person offers to vote.

ELIGIBILITY
Candidates for the office of Telluride Mayor and Town Council must:
- Have resided in the Town of Telluride, Colorado for one year immediately preceding the election;
- Be at least eighteen years of age by November 7, 2023; and
- Be registered to vote by November 7, 2023.
Candidates for the Town Meeting Moderator of the Town of Telluride, Colorado must:
- Have resided in the Town of Telluride for twenty-two days prior to filing nominating petitions; and
- Be at least eighteen years of age twenty-two days before filing nomination petitions.
