Telluride Housing Authority Proposes Changes to Affordable Housing Guidelines

Public meetings under way to review possible guideline revisions during biennial review process

(April 4, 2023) – Telluride, CO --- On March 21, after 15 months of parceled, in-depth review and monthly public meetings, the Telluride Housing Authority (THA) Subcommittee held a work session to present proposed changes to the Town’s Affordable Housing Guidelines. At its January 19, 2022 meeting, the THA Subcommittee directed staff to initiate the review of the guidelines, which are to be reviewed every two years. 

The biennial review provides the opportunity to identify desirable and sometimes necessary changes to the guidelines. After full review and multiple public work sessions to discuss the changes, the Subcommittee will bring the recommendations to the Telluride Housing Authority Board and Telluride Town Council for consideration in late spring or early summer. 

During the March 21 special meeting of the THA Subcommittee, Town staff and subcommittee members reviewed proposed changes, gathered input, answered questions regarding the current draft presented, and discussed possible further revisions to the current draft based on public comments.

Some key changes highlighted include:

  • Under the new continuing household size requirement, households will be required to maintain a household size equivalent to the number of bedrooms in the unit. (Limited exceptions may be considered.)
  • Under the revised property ownership standard, applicants will be prohibited from owning developed residential property in Ouray, Dolores, and Montrose counties, in addition to the current prohibition against owning developed residential property in San Miguel County. (Limited exceptions may be considered.)  
  • The revised earned income standard will prohibit exceptions from being granted to households earning more than 40% of their income from outside the R1 School District.
  • New mitigation units must be sold through a lottery run by the San Miguel Regional Housing Authority. Existing mitigation units must be sold through a lottery after their next sale. 

These and other proposed changes to the Town’s Affordable Housing Guidelines will be reviewed and discussed in the following public meetings this month:

  • Wednesday, April 5: Telluride Housing Authority Subcommittee Regular Meeting
  • Tuesday, April 18: Town Council Regular Meeting, Telluride Housing Guidelines Work Session
  • Tuesday, April 25: Telluride Housing Authority Public Meeting
