State Grant for Diamond Ridge Housing Initiative Expires Due to Litigation Delays

State Grant for Diamond Ridge Housing Initiative Expires Due to Litigation Delays

Department of Local Affairs encourages Town, County to apply for funds in the future

(November 17, 2023) – San Miguel County, CO --- Earlier this week, the Town of Telluride, San Miguel County, and the Colorado Department of Local Affairs (DOLA) Division of Housing discussed the outstanding $5 million grant awarded on November 17, 2022, to the Town and County for the Diamond Ridge affordable housing initiative. Due to months of delays caused by litigation against the Diamond Ridge project, DOLA officials need to reallocate the $5 million grant funds to other affordable housing projects around Colorado that are ready to proceed. 

The Diamond Ridge affordable housing initiative, once completed, could develop a maximum of 240 affordable housing units, based on water agreements between the Town and Idarado Mining Company, on approximately 27 acres of the 105-acre property jointly purchased by the two local governments in 2022. However, when members of the Last Dollar Collective, a group of Deep Creek Mesa homeowners and their associations, represented by Pamela M. Bennett et al., brought litigation against the seller of the property, Jack Vickers, the Town of Telluride and San Miguel County had to effectively halt planning and public input processes on the proposed housing project. 

“Although we’re disappointed that DOLA will not be able to extend the timeline for this important affordable housing grant, the Town understands that peer communities also need to build reasonable, workforce housing near their community and its businesses,” said Telluride Town Manager Scott Robson. “Particularly in Colorado mountain communities, local governments are increasingly concerned that litigation brought by opponents of affordable housing projects will continue to impact the State’s efforts to help fund projects like Diamond Ridge that are essential to a sustainable, healthy community.”

DOLA officials have expressed their support for the Diamond Ridge initiative and, in writing, encouraged the Town and County to apply for State funds for the project in the future. 

Funds for the $7.21 million acquisition of the Diamond Ridge property included 50 percent funding from the Town of Telluride’s General Reserve Fund, which remains healthy in the 2024 budget, and 50 percent funding from San Miguel County coming from Federal ARPA funds and County reserves. 

“The Town of Telluride and San Miguel County remain committed to transparently planning the thoughtful, balanced future use of the Diamond Ridge parcel and seeking opportunities to continue our work together with the Colorado Department of Local Affairs,” said San Miguel County Manager Mike Bordogna.
