Telluride Housing Authority Formalizes Town Rental Housing Nonrenewal Appeal Process

Effective immediately, appeals will be brought to the Town Manager for review

(February 22, 2024) – Telluride, CO --- At the last meeting of the Telluride Housing Authority Subcommittee, staff was directed to expedite the development of an appeals process for residents living in Town rental housing who receive a notice of nonrenewal. On Tuesday, the full Board of the Telluride Housing Authority (THA) reviewed drafts of two possible appeal processes during a staff-led work session.

The first option outlined an appeal to the THA Board in a new process giving the Board oversight over the Community Services Director’s administrative decisions regarding nonrenewals. The other option outlined an appeal to the Town Manager, formalizing the current practice for questioning a staff decision.

After staff presented these two options, THA directed staff to implement the option that would bring appeals to the Town Manager in a more formal manner and made changes to the proposed policy that required attendance by the Chair of the Telluride Housing Authority at this meeting. Additionally, THA directed staff to implement a secondary appeal option in this policy, in which two members of THA could call up the matter for a hearing before THA if a staff decision were still in question.  

“We are always working to ensure fairness and transparency for residents in all Town decisions,” said Telluride Town Manager Scott Robson. “Formalizing an appeals process closes the loop in our current processes and, in the case of nonrenewal decisions, will empower individuals to articulate their circumstances and make their case for lease renewal.” 

After the passage of the Telluride Housing Authority Guidelines revisions in May of last year, the Telluride Housing Authority Subcommittee directed Town of Telluride staff to begin a comprehensive review of the Town rental housing policies and procedures in 2024. This process began at the Tuesday, February 7 Telluride Housing Authority Subcommittee meeting work session on Town rental housing policies and will continue during subcommittee meetings throughout the coming months.

Telluride Autoridad de Vivienda formaliza la ciudad de alquiler de vivienda no renovación Proceso de Apelación

(22 de febrero de 2024) - Telluride, CO --- En la última reunión del Subcomité de la Autoridad de Vivienda de Telluride, el personal se dirigió a acelerar el desarrollo de un proceso de apelación para los residentes que viven en viviendas de alquiler de la ciudad que reciben un aviso de no renovación. El martes, el pleno de la Junta de Telluride Autoridad de Vivienda (THA) revisó los proyectos de dos posibles procesos de apelación durante una sesión de trabajo dirigida por el personal.

La primera opción esboza una apelación a la Junta THA en un nuevo proceso que da la supervisión de la Junta sobre las decisiones administrativas del Director de Servicios Comunitarios en relación con las no renovaciones. La otra opción consistía en apelar al administrador municipal, formalizando la práctica actual de cuestionar una decisión del personal.

Después de que el personal presentara estas dos opciones, la THA ordenó al personal que implementara la opción que llevaría las apelaciones al Administrador Municipal de una manera más formal e introdujo cambios en la política propuesta que requerían la asistencia del Presidente de la Autoridad de la Vivienda de Telluride a esta reunión. Además, THA ordenó al personal para poner en práctica una opción de apelación secundaria en esta política, en la que dos miembros de THA podría convocar el asunto para una audiencia ante THA si una decisión del personal eran todavía en cuestión.  

"Siempre estamos trabajando para garantizar la equidad y la transparencia para los residentes en todas las decisiones de la ciudad", dijo Telluride Town Manager Scott Robson. "La formalización de un proceso de apelación cierra el bucle en nuestros procesos actuales y, en el caso de las decisiones de no renovación, permitirá a las personas a articular sus circunstancias y hacer su caso para la renovación del contrato de arrendamiento." 

Después de la aprobación de las revisiones de las Directrices de la Autoridad de Vivienda de Telluride en mayo del año pasado, el Subcomité de la Autoridad de Vivienda de Telluride ordenó al personal de la Ciudad de Telluride para comenzar una revisión exhaustiva de las políticas y procedimientos de vivienda de alquiler de la Ciudad en 2024. Este proceso comenzó el martes 7 de febrero en la reunión del Subcomité de la Autoridad de Vivienda de Telluride y continuará durante las reuniones del subcomité en los próximos meses.
