Summer Parklet Policies & Procedures Revised

Applications open with approved changes to the summer parklets, including shade devices, size, bike racks

(March 11, 2024) – Telluride, CO --- Town Council directed staff to make some adjustments to the Temporary Summer Parklet policies and procedures at a work session held at the regular meeting on January 30, 2024. These changes were approved Staff has prepared modifications to the 2022 resolution in the interest of continuing to improve the summer parklet program for the benefit of the public, restaurant businesses, and their respective patrons.

The key revisions to the policies and procedures follow:

  • Online applications will be due the last week of March. 
  • Bicycle Racks may be placed at one or both ends of the parklet, subject to review and approval of the Town.
  • Parklets may include a fraction of a second parking space but may not extend beyond two full parking spaces (40 feet). If a fraction of the parking space is used for a bicycle rack for bicycle parking, the fee amount will be reduced to the percentage of the parking space utilized for the parklet.    
  • Parklets may not extend beyond the width of the parklet business’ storefront unless arrangements were made with the adjoining business in 2023. 
  • Installation work is now no earlier than April 1 and must be completed by no later than the third Monday of May unless exempted by staff.
  • While umbrellas are the preferred shading device, other shade structures such as canopies may be approved by the Town. Side coverings for shade structures may only collapse during rain or snow occurrences. The finish of any umbrellas or other shade structure must consist of a marine grade canvas that is a fire-resistant material. Vinyl fabrics are not permitted.
  • Umbrellas must be mechanically fastened to a 40-to-60-pound base and immediately closed during high winds. Other approved shade structures, such as canopies, must be attached or fixed to the parklet to sustain high winds. Certification is required by Professional Engineer that shade structures are adequately secured to withstand wind velocities that exceed 15 to 20 mph.
  • Parklet owners that assemble shade structures prior to “Balloon Glow” agree to disassemble for the night of “Balloon Glow.”

The policies were initially created with a resolution adopted in March of 2022. The idea of parklets placed along the Town's streets in public parking spaces gained support generally on the basis that eating and drinking establishments are recognized as a "key component" of "local services" and the "tourist-based economy" and that parklets add "interest and vitality to the Town's streetscapes" as well as enhance the "visitor experience."

Políticas y procedimientos revisados para los parklets de verano

  • Se podrán colocar aparcabicicletas en uno o ambos extremos del parklet, previa revisión y aprobación del Ayuntamiento.
  • Los parklets pueden incluir una fracción de una segunda plaza de aparcamiento, pero no pueden extenderse más allá de dos plazas de aparcamiento completas (40 pies). Si una fracción de la plaza de aparcamiento se utiliza para un aparcamiento de bicicletas, el importe de la tasa se reducirá al porcentaje de la plaza de aparcamiento utilizado para el parklet.
  • Los parklets no podrán extenderse más allá de la anchura del escaparate del negocio del parklet, a menos que se haya llegado a un acuerdo con el negocio colindante en 2023.
